If that is the case then there will a lot of court cases after July 12 of customers going after ISPs. I’m sure there will be a lot of people chomping at the bit to download legal torrents just to win cases in court.
I don’t even think ISPs want any part of this. They are gaining nothing from this and they could lose customers,
