that’s only because of cost. Verizon has a lot of fiber down there already (the last few years I saw them laying a lot fiber cable in the downtown area). They decided to stop laying new fiber cable until they made some of the investment back from FIOS services, and this is a great “excuse” to do it now instead of waiting
