Let’s not scold them and be unrealistic: it takes SO much time, effort, money, etc.
Break this down to yourself. Lets say you have a house, and you want to make renovations – and for the sake of the arguement – let’s say that you need to make structural changes to that.
Most of the time, especially with changes like that, you would almost need to hit a reset button because it can be physically impossible to shift things around, replacing things, etc.
I’m not really defending them, as Verizon wanted to continue it’s fiber optic roll out, but their investors said no. Sometimes, being able to literally restart from square one, allows you to rebuild with a better product overall.
