I cannot “fix” all your problems with the N7, but maybe a couple of them:

-The stuttering web browser (a.k.a Chrome) issue can be easily solved by installing Dolphin. Since, unlike iOS, you can set the default browser of your choice, you can override Chrome entirely and use a stuttering-free browser (Dolphin is even more responsive than Safari in my personal experience).

-The HTML content in emails can be resized by default (5 choices) or hidden completelyin Settings. Also, in the default mail client there’s pinch-to-zoom, which is coming to the Gmail app as well shortly.

Also, allow me to end with a semantic doubt: ¿what is functionality, in your opinion? the ability of buying accessories? a more eye-pleasant layout in 3rd party apps? that’s it? no user-accessible file manager, sideloading, MTP, standard microUSB slot, those things don’t count as functionality?. Mind you, i’m not really bashing the iPad or the Mini: what i’m saying is that both the Nexus 7 and the iPad mini are every bit as functional as each other, they just have a different set of limitations. I’ll give an example: if you get a Nexus 7, you will get tons of oversized phone apps. But if you get an iPad Mini, you will struggle to find out how to upload a PDF to dropbox. For some people, the dealbreaker is the first one. For another set of people, it’s the latter.
Then we have made up percentages and entirely subjective opinions, stated as if they were facts. But that’s another story entirely.
