I see their reasons for this differently. Office is already dominant, they know they can release it on any platform and have good demand for the product. It seems like what they are releasing on iOS is merely supplementary to their existing product. It is not a fully fledged version of Office and as such, is not going to pull customers away from the Surface. iOS already has the means to display and make edits to Office documents so this to me just seems like Microsoft cutting those 3rd party options out.
