Because iOS users were already accustomed to having an official YouTube app. If the app suddenly disappeared, the PR backlash would be significant.
The iOS YouTube app pales in comparison to the Android YouTube app. Google only maintains it because it is a relatively low investment to prevent a significant PR problem.
