You can use Office Web Apps to edit your apps for free (but you have to be online to do so.)

Using the Office iOS Apps will allow you to edit offline and sync the changes back when you get back online. But you have to pay for a subscription to do that.

Google Docs on iOS doesn’t let you do any editing at all, not even for a fee. You are forced to go on the Google Drive website in Safari to edit your documents (which of course requires you to be online—at least for the initial connection.)
