Personally, I think Microsoft primary mission here is to move most people from Regular Office license to Office 365 sub plan.
The Regular Office license only cover single device, but Office 365 cover 5 Devices. It’s clear that Microsoft is trying to lure people to subscribe for Office. Instead buying it
