Because carriers have provided vendor specific software customization since the 90s. Even then, phone updates had to be approved and pushed by the carrier.
Most people just never realized because few ever made attempts to download the software updates
Yes its annoying, but its part of a weird strategy to constantly try and remind you of who your carrier is.
The solution as always has been to not purchase phones through contracts. A little harder in the US – but often inexcusable not to in European countries.
