It does seem like we could find something better than water to create electricity, but water has a very high specific heat. That means it carries of lot of energy with it, which is transferred to the turbines and finally the generator.

As a side note, the fact that the nuclear fuel is separate from the water it is heating up and then turning a turbine, the exhaust from nuclear cooling towers is pure water vapor.
