In India we have HSPA+ 21mbps and its still not called 4G here too.
I guess it just depends on the operators whether or not to market using that term.
One reason why not market an HSPA+ as 4G would be because it is essentially an upgrade rather revision to the existing technology rather than a new technology.
Is/Was there anyone other than T-Mobile who benefited from the HSPA+ being branded as 4G?
